Permanent Oil Containment Boom for a Naval Submarine Dockyard

In 2024, Jerryborg supplied and installed a permanent boom system at the Chinese Navy’s regular submarine dock in eastern China. The client chose us as the supplier to provide the boom to prevent oil spills during the refueling and maintenance of the submarines at this location. After a site visit, our team found that the seawater in this area is relatively calm, and there is little tidal movement. After final discussions, we recommended a permanent polyurethane boom with floats and stainless steel ballast chains.

 

We deployed the permanent boom in a curved shape in the sheltered harbor area near the jetty. The total deployment length is about 800 meters. Anchor points are fixed at intervals so that waves do not dislocate the boom. Since its installation, the boom has remained in a fixed position almost all the time with minimal maintenance. Our booms are also effective in preventing fuel residue when the submarine is at anchor, helping our customers meet safety standards in the marine environment.

 

This project is a prime example of Jerryborg Marine’s permanent booms being used at military terminals and in sheltered waters. Based on this project, we have summarized the core technical features of permanent booms. Full technical documentation details can be found below.

The JRB1000W permanent oil containment boom consists of a rubber body, external floating body, end connector(or high-strength end connectors), anchor points, handhold, towing bridle, and accessories.
The JRB1000W permanent oil containment boom is designed to confine and redirect marine oil spills during incident response, effectively concentrating the spilled oil to facilitate recovery operations. This boom is capable of intercepting various oil types, including heavy/medium crude oil, fuel oil, and light petroleum products.

 

1.1 Reliability

The JRB1000W permanent oil containment boom and ancillary equipment are standardized products of our company. The materials and components used in the provided equipment are sourced from high-quality environmentally friendly domestic suppliers. Throughout the design and manufacturing processes, we strictly adhere to the Quality Management System (QMS), Environmental Management System (EMS) requirements and practical guidelines, and Occupational Health and Safety Management System (OHSMS) specifications. Rigorous quality control measures are implemented to ensure long-term storage stability and high operational reliability of the equipment under demanding conditions.

 

The JRB1000W permanent oil containment boom is constructed through vulcanized fabrication using specialty chloroprene rubber and multi-layer high-strength nylon-impregnated canvas. This design delivers superior advantages, including high tensile strength, acid/alkali resistance, oil resistance, abrasion resistance, flame retardancy, weather resistance, anti-aging properties, and seawater corrosion resistance, ensuring reliable performance and extended service life in harsh marine environments.

 

The JRB1000W permanent oil containment boom features an optimized structural design with an external floating body, enabling dual-sided oil confinement capability. Its high buoyancy-to-weight ratio, superior wave-following performance, and exceptional oil retention capacity are achieved through a segmented multi-chamber buoyancy system. This non-continuous chamber configuration ensures fail-safe functionality- even if one or more chambers are compromised, adjacent chambers maintain sufficient buoyancy to keep the boom operational without compromising overall effectiveness.
The oil boom body is equipped with identification stripes to enhance visibility and protect against accidental damage. The boom utilizes rubber belts exceeding 5mm thick to maintain vertical stability and high tensile strength, ensuring uniform stress distribution and robust structural integrity.

 

Slide connectors (hinge or other high-strength connectors) are fabricated from corrosion-resistant aluminum alloy for marine environments, while stainless steel fasteners and protective coatings on remaining metal components ensure long-term reliability and durability.

 

The entire system is designed for safe and intuitive operation, ease of storage and transport, and low maintenance upkeep.

 

1.2 Universality

The equipment shall be technically and operationally compatible with existing vessels and other oil spill response systems, including containment, recovery, storage, and transport equipment, to ensure seamless interoperability and achieve optimal collaborative performance.

The complete system delivers user-friendly, reliable, practical, and durable operation with low operational costs. The boom can be swiftly configured via vessel-towed installation with manual support, achieving a configuration speed of 200 meters within 20 minutes.
Adjacent booms are rapidly interconnected using slide connectors (hinge connectors or other high-strength connectors) to assemble custom lengths, ensuring seamless integration with booms featuring compatible connectors. The boom’s smooth, non-porous surface enables effortless cleaning and minimizes residual oil retention.

 

1.4 Compatibility

The equipment is designed to international industrial standards and features highly compatible connectivity interfaces, enabling rapid and convenient connection with oil booms from most domestic and international oil spill recovery manufacturers. 2. JRB1000W permanent oil containment boom

2.1 Introduction

The JRB1000W permanent oil containment boom is designed to contain, redirect, and concentrate marine oil spills during incidents, enabling efficient recovery through physical methods. Residual oil that is challenging to recover can be addressed using chemical, physical, or biological remediation techniques. This boom is capable of intercepting heavy and medium crude oils, fuel oils, light petroleum products, and similar hydrocarbons.

 

Fabricated from high-tensile-strength oil-resistant rubber-coated fabric, the JRB1000W boom delivers robust load-bearing capacity under high-tension operational conditions.

 

It is suitable for deployment in ports, harbors, offshore drilling platforms, and marine emergency response operations.
The equipment is designed, manufactured, and inspected in full compliance with the China National Standard GB/T 34621-2017 “Oil Booms” issued by the Ministry of Transport.

 

2.2 Structure

The oil boom is categorized as a solid float boom. Its upper section incorporates floats, while the lower section is equipped with ballast blocks, ensuring the boom maintains vertical stability in aquatic environments.
The JRB1000W permanent oil containment boom consists of a rubber body, external floating body, hook connector(or high-strength connectors), anchor points, handle, towing bridle, and accessories. As illustrated below:

2.2.1 Rubber body: Formed through vulcanization processing using high-strength, oil-resistant, weather-resistant, and corrosion-resistant chloroprene rubber-coated fabric.

2.2.2 Floats: Comprise polyethylene (PE) plastic casings with foam-filled interiors, securely mounted to the rubber body via stainless steel bolts.

2.2.3 Hook connector: Hook connector compliant with the GB/T34621-2017 Oil Boom Standard, manufactured from seawater-corrosion-resistant aluminum alloy and fixed to the rubber body with stainless steel fasteners. (Alternative high-strength connector designs are optionally available.)

2.2.4 Anchor point: Below the slide connector, shackles are integrated to secure anchor lines.

2.2.5 Handle: Lifting handles, fabricated from oil-resistant rubber-coated fabric, are affixed to the boom body via stainless steel compression bolts, enabling manual handling during deployment and retrieval.

2.3 Performance of JRB1000W permanent oil containment boom

2.3.1 The appearance quality of the oil boom rubber exceeds the requirements of HG/T3046. All metal components are securely bonded, clean, and free of burrs;

2.3.2 The boom envelope is constructed from rubber-impregnated canvas and oil-resistant rubber, with the canvas providing a tensile strength of 300 N/mm and tear strength of 1,030 N. Each section features seamless longitudinal construction without connectors, bubbles, folds, or cracks. The outer rubber layer is resistant to oil, acids, alkalis, seawater corrosion, and UV aging and operates reliably in temperatures ranging from -40℃ to +70℃. The rubber-coated fabric exhibits an interlayer bonding strength of 11.5 N/mm and a surface-to-substrate adhesion strength of 12 N/mm. The oil containment boom features a bilaterally symmetrical design, allowing either face to be deployed toward oil spills for effective containment operations.

2.3.3 Metal structural components: The slide connector is fabricated from seawater-corrosion-resistant aluminum alloy, while fasteners (e.g., bolts) are constructed of stainless steel. Non-metallic materials employ seawater-resistant, weather-resistant, and oil-resistant compounds. The product is free of defects that impair functional integrity.

2.3.4 Flotation units are constructed from high-strength polyethylene (PE) plastic, which is resistant to oil, acids, alkalis, seawater corrosion, and UV degradation. Each float contains closed-cell foam cores, ensuring no defects that compromise performance.

2.3.5 The connector utilizes slide connectors for on-site assembly, providing full interchangeability between boom sections. During static deployment, the boom maintains stable freeboard and draft to ensure operational reliability.

2.3.6 All boom accessories exhibit flawless surface finish—clean, burr-free, and free of irregularities. The entire system complies with the Ministry of Transport Standard GB/T34621-2017“Oil Containment Booms”

2.3.7 The normal service life is not less than 5 years, and the normal storage life is not less than 8 years.

 

2.4 End connector

Multiple connection methods are available per operational requirements, including slide connectors, hinge connectors, clamp plate connections, and rope-clamp hybrid systems combining stainless steel cables with reinforced eyelets. The connectors are fully interchangeable and have the following features:

2.4.1 The height of the connector is the overall height of the oil boom;

2.6.1 Packaging

Oil booms shall be packaged in flexible packaging bags or bulk packaging, with each batch containing a certificate of compliance, technical specifications, and packing list. The exterior surface of the packaging shall be clearly marked with the product name, model number, manufacturer’s name, and consignee information.

 

2.6.2 Markings

  • Identification labels shall be marked on prominent positions of both ends of each boom section;
  • Label content must include product model, manufacturer’s name (or registered trademark logo), and production date;
  • The baseline of the text on labels shall align precisely with the boom’s draft line;
  • A yellow stripe shall be spray-painted longitudinally along the boom body;
  • The logo is clear, firm, and vivid; it is not easy to be washed off by water.
